Summary
The changes are intended to stimulate major new investments in generating capacity to deliver security of supply, and to ensure that investors have the confidence and ability to proceed in particular with low carbon sources of generation. The measures include contracts for differences, a capacity mechanism, carbon price support, and an emissions performance standard.
The debate in the country has considered whether such measures will achieve their policy objectives, whether or not they are overcomplicated, whether or not they give government rather than the market control of the major decisions, and whether there exist better options.
The UKWEC discussion will focus on the passage of the Energy Bill, its likely outcomes, and especially on ideas on whether it should be modified before Royal Assent
