Petroleum Enforcement Liaison Group (PELG) PETELs are free to download for all users. Please note that some PETELs have been removed pending an update.

These circulars (PETELs) were written by the Petroleum Enforcement Liaison Group (PELG). PELG aims to facilitate an appropriate and consistent enforcement by petroleum enforcement authorities (PEAs) through the dissemination of circulars (PETELs), guidance and good practice.

PELG are responsible for the development of the Petrol filling stations - Guidance on managing the risks of fire and explosion (The Red Guide), which is directed at those with a responsibility for the safe operation of facilities where petrol is stored and dispensed into vehicle fuel tanks, to enable them to comply with the relevant health and safety legislation; in particular their statutory duties under the Dangerous Substances and Explosive Atmospheres Regulations 2002 (DSEAR).

In 2012, the EI became the sponsoring organisation for PELG; we provide Secretariat support, but are not formally represented on PELG. Historically, PETELS of a technical nature have been incorporated into the EI/APEA Design, construction, modification, maintenance and decommissioning of filling stations (the Blue Book) when it is revised. PELG membership comprises representatives from HSE, the English Regional PEA Groups, the Welsh Petroleum Enforcement Authorities, National Fire Chiefs Council, Convention of Scottish Local Authorities (COSLA), Petroleum Primary Authority Partnerships (PAPs), Petrol Retailers Association (PRA), Petroleum Equipment Installers and Maintenance Federation (PEIMF), UK Petroleum Industry Association (UKPIA), Downstream Fuels Association (DFA), Tank Storage Association (TSA) and the Environment Agency.
