Distribution and marketing safety
Guidance on the notification and reporting of dangerous occurrences involving spillages of dangerous substances under the reporting of injuries, diseases and dangerous occurrences regulations 2013 (RIDDOR)
EI activity in this area of the oil industry is co-ordinated by the Distribution and Marketing Safety Committee (DMSC), comprising safety specialists who, through activities and programmes, aim to continually improve the safety performance of petroleum industry distribution and marketing operations, and contribute to the responsible and sustainable operation of the industry. The EI’s Distribution and Marketing Committee (DMC) primary focus is on equipment rather than operations.
DMSC conducts or sponsors cost-effective scientific and technical work on petroleum industry distribution and marketing safety issues, focusing on the following themes:
Safety performance improvement and good practice
Providing guidance to members whether by publications, codes of practice, research reports, training resources, workshops or seminars, to assist them continually improve the safety performance of petroleum industry distribution and marketing operations.
Identifying key initiatives within DMSC member companies that are at the forefront of improving safety performance in petroleum industry distribution and marketing, with a view to disseminating them to the membership.
Assisting members to comply with petroleum industry distribution and marketing safety legislation by reviewing technical issues in relevant proposed EU and UK legislation, guidance or regulatory policies to ensure they are technically credible.
Liaison with key stakeholders
Establishing and maintaining dialogue with the Health and Safety Executive (HSE), Department of the Environment, Food and Rural Affairs (DEFRA), Department for Transport (DfT), Environment Agency (EA), Scottish Environment Protection Agency (SEPA), Environment and Heritage Service Northern Ireland (EHSNI) in order to keep abreast of emerging EU or UK legislation, guidance or regulatory policies that may affect technical safety issues in petroleum industry distribution and marketing operations.
