This technical publication outlines the training on front line and managerial safety decision making and dynamic risk assessment in loss of containment (LOC) incidents. It includes guidance and a checklist (Annex C) to assist those involved in the management of emergencies at facilities with a potential for accidents involving LOC of hazardous substances, flammable or toxic, that may cause death or serious injury to people. The primary focus is facilities within the energy industry, although the guidance may be relevant to all process industries with the potential for similar accidents.
The guidance provided in this technical publication is high-level and generic; individual facilities should use and adapt it to develop their own plans, procedures and training that are specific to their situation.
This technical publication is the second edition of ‘EI 3323 Guidance and toolkit for training on emergency decision making in loss of containment incidents’. It has been compiled following a comprehensive review of all chapters. Whilst amendments have been made throughout the document, major technical and structural changes include:
- Enhanced, high-level guidance on emergency response considerations and requirements including emerging low carbon fuels and applications associated with the term ‘LOC’.
- Following feedback from users and the Steering Group members, the term ‘toolkit’ was removed from the document title. The title of Section 3 was also changed from ‘Toolkit’ to ‘Checklists’ and content has been moved to a newly created Annex C. This is to avoid confusion about the meaning of the word ‘toolkit’ and to clarify the intended purpose of Annex C, that is to provide a set of checklists to assist users with developing emergency response processes and defining the specific actions required for the various roles involved.
- Enhanced figures to improve visual accuracy, readability and alignment with the accompanying guidance.
