HM 28. Procedures for crude oil cargo inspections

Overview:

HM28 provides cargo measurement procedures for crude oil for use primarily by cargo inspectors and specifies procedures directed at minimising cargo contamination and losses.

Safety matters and related responsibilities are defined and emphasis is placed on the need for cargo inspectors to be continually conscious that safety requirements take precedence over all other considerations.The document describes detailed procedures, which inspectors are required to follow, and provides references to analytical test methods and calculations.

Reference is made to alternative methods since the procedures recognise that within the industry opinions may vary regarding the use of test methods, especially where different methods may be specified by parties and contractors

The following key changes have been made to this fifth edition:

• Clarification of the 'shall, should, may and can' statements
• Added additional references to additional standards where applicable and missing
• 2.3.6 removed as not applicable with segregated ballast vessels
• Section 3 has been updated to further clarify safety requirements
• Use of confined space throughout the document
• 5.1.1.3 updated for the revised temperature depths in line with MPMS API Chapter 7
• 5.1.2 updated to include the applicable standards and removal of Annex B
• 5.1.8.1 updated to reflect the modification in EI HM 70/MPMS API Chapter 17.6
• 5.2 updated to reflect the modification in EI and API standards
• Annex D updated and removed terms not in the document
• Annex E updated to include additional referenced publication
