These guidelines capture and present current industry good practices. They present a suggested approach that may be used to meet the expectations of the Energy Institute (EI) High level framework for process safety management (PSM).
These guidelines set out good practice for audit, assurance, management review and intervention. Regular review and audit of performance, and compliance with the EI Process safety management framework are vital to ensure that HS&E and process safety performance continues to meet the defined targets. Management must ensure that there is both routine review and independent audit of performance and compliance with EI Process safety management framework expectations.
This publication, Annex G of the EI Guidance on meeting expectations of EI Process safety management framework element 20: Audit, assurance, management review and intervention, reproduces the suggested in-line control checks (management and supervisory field observations) and suggested performance measures that are shown separately in the guideline documents for each of the 20 elements of the 1st edition of EI Process safety management framework. Additionally, Annex G provides suggested aggregation criteria for each of the suggested performance measures. These aggregation criteria are not shown elsewhere.
This guideline is intended for those responsible for managing and maintaining the safety management system of the organisation.
This publication presents good practice guidelines for the effective management and maintenance of the integrity of equipment and systems taken out of service and their related structures, on either a temporary or permanent basis, in the upstream oil and gas industry. It defines the issue and the regulatory drivers for the required industry good practice guidance and details the various equipment and systems that can be considered under a mothball approach. An extensive list of equipment and processes and their sub-systems are then considered in detail.
Based on a collation of good practice and equipment manufacturer recommended procedures, these guidelines address typical situations that are likely to arise; however, appropriate risk assessments based on contextual requirements need to be undertaken to fully determine the applicability of the outlined good practices to the specific situation.
