Overview:

This technical publication is intended for all personnel involved in the life cycle deployment of flexible hose assemblies (FHAs). It applies to FHAs and their accessories for both onshore and offshore applications. It aims to assist operators of offshore and onshore energy facilities with the management of FHAs through provision of controls and procedures that are necessary to ensure continued integrity throughout their life cycle from manufacture through to decommissioning.

Loss of FHA integrity may result in the release of hazardous substances which may compromise safety; potentially leading to a major hazard event or a reportable environmental incident. On many installations especially offshore, integrity failure leading to a release of substances can also lead to production shutdown with the attendant commercial impact of revenue losses.

This technical publication aims to provide good practice for design and installation, to ensure continued integrity of FHAs during operation and to satisfy regulatory requirements, including the assurance of personnel competency which is seen as key to the management of the design and application of FHAs throughout their whole life cycle.

It involves development of a performance-based management strategy, including the use of risk-based assessments to categorise each application which can be used to inform the inspection and replacement strategy and the key activities involved in management thereof.

This technical publication is the 3rd edition of the Guidelines for the management of flexible hose assemblies first issued in 2003 by United Kingdom Offshore Operators Association (UKOOA; now Offshore Energies UK (OEUK)) which was co-sponsored by the Institute of Petroleum (IP; now the Energy Institute) and the Health and Safety Executive (HSE).
