Overview:
Incidents at filling stations during product unloading, storage and dispensing can occur due to the failure of people, equipment, or a combination of both. These incidents can result in uncontrolled flow of product, uncontrolled release of flammable vapours, loss of containment, crossovers, introduction of ignition sources into a flammable atmosphere, etc.
The Dangerous Substances and Explosive Atmospheres Regulations 2002 (DSEAR) require that an emergency action plan covering fire and explosion risks is in place. A prompt appropriate response to incidents by site operators will reduce the impact/ consequence of potential emergencies which may occur on filling stations. The guidance covers technical information on the types of incident that may be encountered and guidance on the response, including organisational and technical measures, in the event of such an incident. The guidance is aimed at petrol filling station operators, fuel suppliers/ haulage contractors and petroleum enforcement authorities (PEAs). This is an updated version of the first edition published in 2014.
